July 2025 edition – Council meeting fields questions and more besides

Council endorsed by absolute majority the officer’s recommendation concerning the 2025/2026 community grant funding.

The community groups to benefit from the funding were the Toodyay Triathlon Club, Arts Toodyay and the Noongar Kaartidijin Aboriginal Corporation.

The funding grant for the three groups was $13,250 meaning this allocation was to be included in the draft 2025/26 Annual Budget.

Council also noted the ‘new proposed funding commitments via agreements valued at $79,000.

These funding commitments are to support local community programs and events starting in the 2025/26 financial years.

Applicants for this funding included: Moondyne Festival ($15,000), Toodyay CRC ($25,000), Lions Club Jumbo Auction ($1,000), Toodyay Agricultural Society ($25,000), Youthcare school chaplains ($10,000) and the Avon Valley Vintage Vehicle Association swap meet event ($3,000).

Another item included the renewal of the partnership between the Shire of Toodyay and Tarmac Events WA Pty Ltd, in relation to the Tarmac West Rally.

Council approved the officer’s recommendation for a new Memorandum of Understanding between the shire and Tarmac Events for the period 2025 to 2029.

The Toodyay Race Clubs submission for earthworks at the local racecourse to create an events arena suitable for equestrian and rodeo events was endorsed unanimously by council.

The earthworks to be undertaken on the land inside the track is at the club’s expense.
Additional matters for council consideration at the June meeting included a report into the transaction card policy, IT health check, monthly financials, delegation review and a financial management review (risk assessment and improvement plan.)

Confidential matters included reports into the Toodyay Medical Group and the renewal of the extractive licence for Austral Bricks.
